Board of Directors Meeting, August 5, 2020

BOARD MEMBERS PRESENT: President, Melodie Savoca, Treasurer, Marshall Hyman, Secretary, Barbara Reul
OWNERS PRESENT: C3U3, Maintenance, C3U5, C3U10
The meeting was called to order. Melodie addressed everyone on how the meeting should run regarding any questions Owners may have.
OLD BUSINESS:
Melodie asked Joe on Maintenance for an update on items that have been accomplished this last month that he oversees. Joe states the following:
- SPRINKLER PUMP The sprinkler pump finally has been installed and is working. It was necessary for the irrigation company to do another clean out due to the build up of algae that accumulated when the canal reached level. They also added a special 3” adapter to the end of the hose to help prevent future clogs. There will be an extra charge of $200. for that service which will need to be included in their payment.
- SPRINKLER CHECK The sprinkler check was done by our lawn company. There were many broken sprinkler heads that were replaced and others repaired. There may be a few that still need repair which will be taken care of when they are back on the property. There will be extra charges for the ones that needed to be replaced. Owners may contact us with problems pertaining to the direction of any problem sprinklers.
- TREES PROBLEMS & COCONUTS Our tree service was here this week and cut the coconuts down from 4 trees that Owners were concerned about with hurricane season upon us. While they were on the property, the Owner and a Certified Arborist checked all the trees that are a concern. Presently, we have 5 trees that need attention. One in particular, in the front of C3U11, that tree is the worst because it is split and very vulnerable to cause damage. They will be sending an estimate with his findings and cost to take care of each tree. Everything cannot be done at once due to finances, however we have agreed to do as much as possible. The others will be taken care of next year.
- SECURITY Margate Police signs have been installed at entrances on Lemon Tree, Margate Blvd and at the pool area. One more will be installed at the entrance on Strawberry Lane.
- DRIVEWAYS Joe will be coordinating painting of driveways with a company. Melodie will get the bottom line discounted price for the approved color through Sherwin Williams. Owners that want their driveways painted need to contact Joe or send a request to the Association’s email. Owners will get a rebate of $50.00 from the Association after the driveway is painted.
- WATER – Water was found running in one toilet in the men’s bathroom at the Clubhouse. Owners need to be mindful when flushing the toilet that it stops running. The water bill was higher due to this issue.
The meeting then proceeded with the reading of the Minutes from last month by Secretary, Barbara. All items have been completed with the exception of the Amendments to the By-laws. Melodie stated that we are in the final stages, our lawyer has compiled all of the changes and additions according to current HOA laws and has presented them back to us for review and approval. We will be meeting next week for a final review before proceeding forward sharing the proposed amendments with all of our Owners..
NEW BUSINESS:
Marshall, our Treasurer informed the Board of the following:
- INSURANCE The Association’s quarterly payments are due again and will have to be paid at the end of this month.
- HOA FEES Two of our Owners with outstanding HOA fees have paid the Association. On that subject, we discussed that according to Section II of the Rules and Regulations the HOA fees are due on the 1st day of each quarter. A 10 day grace period is given and after that period a late fee of $25.00 will be imposed. A letter will be sent to any Owner that is late as a reminder, if ignored, a second letter will be sent and if still not paid, a lien will be placed at time of sale. Owners need to include late fees with their payment. If there is a specific financial problem, please notify a member of the Board in advance or call/email/text the Association to discuss the financial situation..
- WATER BILL Cluster 5 was $150.00 over normal usage and Cluster 4 was approximately $60.00 more and the Clubhouse was higher, probably due to running the toilet. Melodie will send an email out as a reminder for Owners to keep an eye out for running toilets and leaky faucets.
- PREVIOUS LAWN CARE SERVICE Marshall did a thorough investigation into our previous lawn service. He found that they billed us twice for some services and charged us for services never done. They billed us for services at the time we fired them. After reviewing all of our previous billing and confirmed service never completed we find that they owe us money. The Board agreed and voted that we send all this information and their contract to our attorney for her review and recommendations on how to resolve this matter. The previous lawn representative also has stated he will take it to court.
The meeting was then turned over to Melodie, our President. She brought forward the following items for discussion:
- RELEASE FORM Create a release form for contact numbers and emails of Owners that want to be part of a Owner Directory. According to the law, permission is needed to have your information in the Directory. Barbara was asked to create the form that will be included in the mailing of the proxy letters that will be going out for voting on the new proposed Amendments.
- COMMON ELEMENTS APPROVAL FORM Barbara was asked to create a form for common elements. Any Owner that wants to make any changes or additions to common areas need approval of the Board of Directors. There is a list identifying the Common Elements in Section V of the Rules and Regulations, which is available to all Owners on our website.
- AMENDMENTS TO BY-LAWS We discussed the options available to vote on the proposed amendments. Due to COVID-19, we have not been able to have quarterly Association Board Meetings. We have tried very hard to keep all Owners abreast of what is going on through emails and posting the minutes and important information on the Association bulletin board as well as GPV website. Some of the suggestions were: Zoom Meeting and separate meetings outside with no more than 15-20 residents with masks and practicing social distancing. Melodie will send out a survey to see what your thoughts are. When concluded and a decision is made we will notify everyone.
- BEE PROBLEM We have a bee problem they are in the hedges around the sprinkler pump. A Margate company has been here 3 times. It has been suggested to remove hedges to avoid future infestation; that would leave just the wall which may not be palatable to look at, Joe suggested painting the wall and planting flowers around it. However, the Board decided due to the funds, to have hedges cut down to 4′. If bees come back we will remove the hedges next year when funds are available.
- HURRICANE TREE TRIMS VS.HOA FEE INCREASE After receipt of those who responded to the survey, the Board learned of financial situations that some of our Owners are facing. The Board has agreed and voted against raising the HOA fee $20.00. The Board will continue to trim trees for hurricanes every other year instead of on a yearly basis.
Melodie then asked attending Owners if they had any questions. No one stated they did.
