PROCESS FOR BOARD MEETINGS – Board Members will follow the approved method (Roberts Rules) for conducting  monthly Board Meetings along with Florida Statute 720 and our Governing Documents.

PLANTING ON ASSOCIATION PROPERTY – Prior history of Board decisions relating to HOA rules regarding planting on Association property was reviewed and discussed. An update to the Declarations (Covenants, Conditions and Restrictions)  of Garden Patio Villas’ Governing Documents was voted by Members on September 22nd 2020.

Article III, Section B, Par. 12 of the Declaration – PLANTING AND REMOVAL OF SOD AND SHRUBBERY: NO SOD, TOPSOIL, TREES, PLANTS OF ANY KIND OR SHRUBBERY SHALL BE PLANTED OR REMOVED FROM THE GARDEN PATIO VILLAS LAND, NO CHANGE IN THE ELEVATION OF SUCH AREAS SHALL BE MADE, AND NO CHANGE IN THE CONDITION OF THE SOIL OR THE LEVEL OF THE LAND OF SUCH AREAS SHALL BE MADE WHICH RESULTS IN ANY PERMANENT CHANGE IN THE FLOW AND DRAINAGE OF SURFACE WATER WHICH THE BOARD, IN ITS SOLE DISCRETION, CONSIDERS DETRIMENTAL. HOWEVER, AN OWNER MAY PLANT WITHIN HIS OR HER OWN LAND OF 15 FEET FROM THE VILLA WALL AFTER OBTAINING BOARD APPROVAL.

Note: Enforcement of “Planting on Association Property 15 Foot Rule” will continue for unapproved plantings.
Using the Common Elements Approval Form is also required.

 LANDSCAPE MAINTENANCE – Costs for landscape maintenance may increase if unapproved plantings continue. Custom trimming around such plantings may create more labor costs. 

FEB 1st – NEW TRASH PICK UP SERVICE –  Republic Services will be servicing the city of Margate for all trash pick up. We will continue to use our existing trash bins for service.

MEETING COMMENTS BY MEMBERS: Landscape crew needs supervision to ensure proper trimming. Request to rake leaves under bushes in addition to blowing leaves for clean up. Lighting near both entrances is too dark. Needs to be brighter for Member safety.  The canal South of Clusters 9, 10 and 11 is becoming murky. Public Works must be notified. Members need to come together as a community.

FINANCIALS: Our Treasurer, Gelly and Vice President, Lou went over the tentative 2021 tentative annual report and the 2022 tentative budget. Reports were given to Members present and will be added to our website in January 2022.

MAINTENANCE: Our new maintenance personnel was introduced. Jeff Mandell is lead and can be contacted by text, emailed or a voice message at the maintenance number: 754-444-6654 and gpvmaintenance@gmail.com. Part time maintenance help is Mary Jane Grunes and Ralph Brandenburg.

ANNUAL VOTING OF OUR BOARD OF DIRECTORS FOR 2022: The new candidate for Secretary was introduced and allowed to speak.

Our other Board Members will automatically serve another term since no other prospective candidates signed up.  This includes:

RESULTS OF GENERAL ELECTION: There were 27 ballots received. Garden Patio Villas needs a quorum of 30% of the Members, which we attained by having a minimum of 25 ballots from our Members.

OLD BUSINESS  Melodie reviewed accomplishments from the 2021 year.  The sprinkler system was repaired, bushes were planted along Lemon Tree Lane and the Clubhouse had a face lift with new interior paint.  Jeff and the maintenance crew worked hard to clear out debris and excess vegetation in common area grounds, which will reduce the occurrence of rats and other pests. Our landscaping crew strives to maintain uniformity in the grounds and is receptive to suggestions from members. 

Our Garden Patio Villas website was updated, resulting in more online viewing and visibility for the community as home values continued to increase over the last 12 months. Contributions are welcomed from members, such as articles or photographs.  A final reminder was given for an increase of HOA dues to $510 per quarter, starting January 2022.  This was to accommodate for cost increases to pool maintenance and insurance as well as implementation of a standard Reserve Study for budgeting purposes.

NEW BUSINESS  The status of vacant units was reviewed, specifically C7U3 which is under contract for purchase and C2U2, whose owner passed away in late 2020.  Major expenses in the budget were discussed regarding landscape and water costs. Members are encouraged to be vigilant about excess water use or leaks from their unit, which would reduce unexpected spikes in monthly expenses.   Planned roadway maintenance, sealcoat and striping is waiting for permitting and is anticipated in early 2022. This expense is covered from existing Homeowners Association funds.  Future maintenance repairs are anticipated due to several large olive trees planted at time of initial build and development of Garden Patio Villas.  

COMMENTS BY MEMBERS:  C11U1 requested replacement of common area bushes along 76th ave after a car accident had occurred facing the street. A request was made by some members (C11U1, C8U9)  to eliminate follow up email communication and reminders regarding dues or other HOA information. This was duly noted in the Homeowners database records.  Members were reminded that HOA meeting minutes, payment reminders and other information is available on our website, posted near our mailboxes and  sent via a member’s preferred method of communication. ( Electronic Communication Consent Forms are available for email contact only or members will receive all standard communications by regular parcel post mail ). A suggestion was made to remember our homeowners who may be in a time of need.

OLD BUSINESS

BACKFLOW PREVENTERS –  No updates. Still waiting on cluster 9 inspection.

MAINTENANCE FEES – HOA fees of $510.00 are due January 1, 2022.

KEEP MARGATE GREEN –  Application was approved for recommendation from the Development Review Committee. Application is now waiting to be reviewed by the Planning and Zoning Board. No further information right now.

HOMEOWNERS INSURANCE –  If you have not sent in the Declaration page of your Homeowners Insurance, please do so as soon as possible. Send it to gardenpatiovillas@gmail.com.

FINANCES – Our November Expense report is now available. 

ROADWAYS – No updates. Waiting on city permit approval.

NEW BUSINESS

RATIFICATION OF VOTES FOR SPECIAL ASSESSMENTS – 

  1. Backflow Assessment voted on January 14th, 2021 Amount $300.00. Purpose: To pay for Backflow Preventers for each villa cluster mandated by the City of Margate, Florida. Paid. This special assessment was already paid by members
  2. Emergency Sewer Assessment voted on November 1, 2021 Amount $60.00 Purpose: To pay for emergency sewer pipe replacement. This special assessment is payable in full by December 31, 2021.

The purpose of this vote is to ratify and confirm, pursuant to Florida law, that the Members received proper notice under the statute for special assessment adoption by the Board.  The Board is taking a new vote to ratify and adopt the special assessment already levied against the membership and paid by most Members of the association.

The President made the motion. The Vice President made the 2nd motion.

Vote results: President, Yes; Vice President, Yes; Treasurer, Yes; Member at Large, Yes; Interim Secretary, Yes.

If you have yet to pay the sewer assessment of $60.00, please send your payment before December 31, 2021 to avoid a late fee.  You can use Zelle to gardenpatiovillas@gmail.com or drop off a check to any of our Board Members.

PLANTING ON ASSOCIATION PROPERTY HOA rules were reviewed and reiterated regarding restriction on planting beyond 15 feet from the property wall in front and back of villas, which is within HOA property lines. Further action will be decided by the January Board Meeting to determine how prior resident tree plantings will be handled in Garden Patio Villas common grounds.

COMMON ELEMENTS  – Landscape maintenance & occasional trimming of trees and shrubs was discussed.

Members who wish to prevent trimming of certain plants within the 15 feet of their  property line can “tag” or place a flag or “do not touch” sign on landscape maintenance days.  

Adherence to submitting the Common Elements Approval form was reinforced. Members may then consult the Board on colors for driveway paint, exterior paint or roofing materials.  The form is located on our website at Common Elements Form.

Villa Of The Quarter – Q4 2021

Our ” Villa of the Quarter” for the 4th quarter winner was voted on and the winner is C9U2! This villa shows a well cared for garden of beautiful flowers, plants and a small palm tree! Our member, Mary Schultze, spends her free time gardening and loves taking care of her garden! She shows pride of ownership and at the same time follows all guidelines from our Homeowners Association.

Mary was thrilled to find out C9U2 won the 4th quarter for our “Villa of the Quarter.” We are thankful for a member like her because she helps our community look well cared for and adds to the beauty overall in our neighborhood. Cutting Away Excessive Growth

Hello fellow Members!

You might have noticed a few Board Members dragging piles of brush and tree limbs, or the very least, saw the piles piled up on the sides of roadways for bulk pickup this month. What a job! The hot summer months are behind us, so we are all taking advantage and are cutting away excessive growth in and behind various clusters! You will continue to see Board Members cleaning up the back of our villas. This project prevents animals such as rodents, raccoons and iguanas from infiltrating our association living areas. Some of these animals can spread diseases such as rabies and salmonella!

Cutting away excessive growth avoids future plumbing and irrigation issues which are beginning to become frequent problems here at Garden Patio Villas, costing the whole community money. Our Homeowners Association is 45 years old and these problems are more frequent today. Cutting away excessive growth also prevents our landscaping fees from being increased because it provides ease of access. We want the mowers to easily pass through our common areas without taking extra time!

One of the best benefits of cutting away excessive growth is that it enhances the beauty of our senior community! This in turn increases our property values! Everyone can help by making sure your villas in the back and front are clean of all debris; plus it is a great way of meeting all your neighbors!

OLD BUSINESS

BACKFLOW PREVENTERS – We are still waiting for final inspections from the City of Margate.  Covers will be re-installed upon completion.

MAINTENANCE FEES – Starting January 1, 2022, HOA fees will be $510.00 Payment vouchers will be included in the Annual Election package.

PLANTING ON ASSOCIATION PROPERTY – The 15’ Rule is being re-evaluated by Lou and Jeff.  If you have any plantings on Association land, please remove it.

KEEP MARGATE GREEN – The Executive Golf Course has not been sold.  The owner has submitted an application to rezone the property but no determination has been made. You can help by contacting our City Commissioners by email or attend the Commissioners meetings held at City Hall either in person or on zoom to voice your concerns.

HOMEOWNERS INSURANCE –  If you have not sent in the Declaration page of your Homeowners Insurance, please do so as soon as possible. Send it to gardenpatiovillas@gmail.com.

ROADWAYS –  The Association has given 50% down to complete the roadways. We have submitted paperwork to the City for a permit. As soon as that is completed we will notify everyone by email and our bulletin board on the detailed plan how the roads will be worked on. Members and all residents with vehicles will need to follow directives to deal with driving within our roads during that time. Extreme Maintenance will begin their work shortly thereafter.

NEW BUSINESS

EMERGENCY SEWER ASSESSMENT – One of our main sewer lines was infiltrated by tree roots which caused a break on the connection boot from our line to the city and caused sewerage to come up through the ground.   The cost to have this problem resolved was over $4,200! This was an unforeseen and unexpected emergency which had to be dealt with immediately.  As a community, we need to stand together and share the burdens of all of our neighbors. Unfortunately, we will have to ask for a small assessment of $60.00 each villa to cover the cost of the repairs.  Please send your payment before December 31st 2021 to avoid a late fee.  You can use Zelle to gardenpatiovillas@gmail.com or drop off a check to any of our Board Members.

ANNUAL MEETING & ELECTIONS – The Annual Meeting will be held on Friday,  December 10, 2021 at 6:30 PM at the Clubhouse.  All members are invited to attend. The Voting Packets will be mailed out at the end of this week. 

The Board’s official vote was unanimous to keep five Board Members for 2022.  Candidates are posted on the bulletin boards.

2022 BUDGET – The Board discussed the budget for 2022. The items that will be considered are as follows: 

MAINTENANCE POSITION –  Joe Reul has resigned from his position as Maintenance Coordinator.  Jeff Mandell will be assuming the responsibility with the help of Mary Jane and Ralph.

VILLA OF THE QUARTER – The villa for our fourth quarter goes to C9U2. Great job on the appearance of your villa!  Pictures will be taken and posted shortly on our website.
