Board of Director Meeting Minutes

June 7, 2021 Time: 3 PM  Location: Clubhouse

BOARD MEMBERS PRESENT:  Melodie Savoca, President; Lou Grunes, Vice President (via telephone); Barbara Reul, Secretary; Gelly Dossman, Treasurer; Jeff Mandell, Member at Large

Owners Present: None

Melodie called the meeting to order.

OLD BUSINESS

Items that were discussed were as follows:

BACKFLOW PREVENTERS  –  Backflow systems were installed in Cluster 8 and 11.  Joe produced the covers.  Ralph painted them. They will be completed soon. Cluster 9 and 10 backflows will be worked on soon.

MAINTENANCE FEES –  HOA fees will be going up to $510, as of January 1, 2022

NEW BUSINESS

15’ RULE –  Per our Governing Documents and Rules and Regulations: 

No planting of trees, shrubs or plants past 15 feet from your villa wall. Property over the 15 feet belongs to the Association.  Owners need to remove any plantings, including fruit trees or plants that are on Association property.  The Association can remove any plants on Association property. We have already been working on this problem for the last month. Our lawn care’s large machine needs to be able to cut the lawn without problems. Thank you to several owners who already fixed or cleaned up their backyard. We appreciate it!

In addition, if you do have any fruit trees and fruit such as mangoes falling to the ground, they need to be picked up as soon as possible, to avoid animals coming around to eat them; Animals include raccoons, ducks, coyotes in addition to small, unwanted rodents.

The Board voted 3 to 2 to continue to remove all plants over 15’ rule with the exception of large trees which are beautiful and help our environment. President – Yes; Vice President – Yes; Secretary – No; Treasurer – No; Board at Large – Yes.

WEBSITE – New articles of interest have been added to our website include:

CLUBHOUSE EVENTS AND RENTALS –  Our Event Coordinator, Barbara Reul, will be planning some activities starting in July!  The activities will be added to our Garden Patio Villas calendar.

 In addition, if you want to rent the clubhouse for private events, please contact Barbara by the Association email to find out the information needed to reserve the date. We will start having an official form and requirements along with a $75 fee and a deposit of $25. The deposit will be returned if all is back to the same order and cleanliness that it was in, prior to the rental of our clubhouse.

The Board voted unanimously, (5 of 5) to add the $25 returnable deposit if Clubhouse is returned to its original clean state and followed all the rules signed in the rental form.

VILLA OF THE QUARTER – The winner for our second quarter goes to C3U8!  Great job on the appearance of your villa! Pictures will be taken and posted shortly on our website.

FINANCES  –  Gelly presented the Expense Report for the month of May for Garden Patio Villas

Villa of the Quarter – Q2 2021

Our “Villa of the Quarter” contest award was recently voted by the Board of Directors of Garden Patio Villas. For the 2nd quarter of 2021, our “Villa of the Quarter” contest award was given to C3U8! (This villa is on Poinsettia Way.) The Owner is James Civille, although many in the community know him as Jimmy. Congratulations on a great job keeping your villa beautiful and very attractive for your neighbors!

James Civille was awarded a certificate of accomplishment along with a $25 gift card to Home Depot by the Board of Directors! We appreciate the hard work and effort he have taken to make his villa very appealing to our community! He stated it does take some time most days to keep it looking good Keep up the great job!

Clubhouse Makeover

Garden Patio Villas’ Clubhouse now has a crisp modern and comfortable look! Our Clubhouse got a makeover! This was a long overdue task that finally got done through the volunteer efforts of some of our wonderful owners!  

The clubhouse offers plenty of room for socializing with friends, family and casual relaxation as well as renting for private gatherings.  Our Event Coordinator will be planning a calendar of activities for everyone to enjoy.  After a year of not being allowed to gather, we are hoping that all of our owners come to some of the planned events and get to know your neighbors while enjoying fun activities!  

A SPECIAL THANKS TO Gary and Joan Humma, Joe and Barbara Reul and Ralph Brandenburg for volunteering their time and hard work in making our clubhouse beautiful! All work done was solely through these volunteers!

THE CLUBHOUSE MAKEOVER IS STILL UNDERWAY!

Get involved! The Association solely paid for the paint. Everything else has been donated! That’s right…donated! Help support our efforts that the volunteers are doing in our community clubhouse! We want to continue the work that was started by giving you an opportunity to contribute to the updating of our clubhouse.

If you would like to participate in joining this ‘team spirit’ please drop off any donation amount in the form of cash or check to our Secretary and Events Planner,  Barbara, in C3U3.  Any donation amount will be appreciated!

New Bushes for our Community

Some owners at Garden Patio Villas stated they have waited over a decade for some improvements to our bushes! Our new Board of Directors have diligently been working hard for the last two years to get new bushes for the community center and on Lemon Tree! We finally were able to accomplish this through our careful financial rewards!

The Board of Directors will continue to try and replace more hedges on Lemon Tree next year if we need it. We hope our owners will work hard to keep our 55+ community looking beautiful with the landscaping added to their own villa, as well. Please remember you can plant within your 15′ but no more. If you want to add shrubs or trees, please contact the association first!

We appreciate VIP Lawn Service, a local Margate business, for their work and efforts to make our senior community in Margate look beautiful with the new landscaping! Prevention of Canal Erosion

The City of Margate bean working on preventing canal erosion on the walls of our canal recently. Margate city workers were in the water to get rid of the muck and put up a walling against the canal to help the prevention of canal erosion

Thank you to the City of Margate for the hard work in helping Garden Patio Villas and others against the canal. We appreciate what the city is doing!

Villa C10U4 For Sale

SOLD – $220,000 – This lovely villa is also on the water and with a fantastic backyard view of Margate Executive Golf Course! This 2/2 has been recently renovated in the last few years. Barbara read the minutes and updates from April’s meeting.  Items that were discussed were as follows:

BACKFLOW PREVENTERS  –  Backflow systems were installed in Cluster 5, 6 and 7.  Joe is working on producing the covers.  Ralph is painting them.

SPRINKLER ISSUES -The sprinklers are an ongoing issue.  Please send text  to 754-444-6654 or send an email to Maintenance at gpvmaintenance@gmail.com if you have any concerns that are urgent.  Sprinklers that are going on driveways or cars are not considered emergencies and can wait till wet checks.  According to Frank sprinklers go on 3 times per week per zone from 12 midnight to 8 am.

MAINTENANCE FEES – A reminder to all: HOA fees will be going up to $510, as of January 1, 2022

NEW BUSINESS

INSURANCE –  Our policy for Garden Patio Villas Association is up for renewal this June. We will be getting a raise in premium due to the claim that was filed with our previous lawn service.  Next year we will discuss other options with other companies. 

COVID GUIDELINES – Presently, COVID guidelines are still in effect.  As a reminder, they are as follows:

We must wait till we hear from Broward County if we can remove these restrictions. Our lawyer will let us know. Once the law is lifted in Broward, we can have events and family parties!

KEEP MARGATE GREEN –  The following is an update on the golf course:  

The Owner of the property and his attorney requested a DRC (Development Review Committee) meeting with the city.  No date has been set yet for that meeting.  Again, their plan is to put multifamily units on the property.  We need to “FIGHT” once more and make our voices heard to keep Margate green!  Here is how you can help:

Attend City Commissioners Meeting the first and third Wednesday of each month via zoom.  You can call in during the meeting and voice your opinion, you can send  an email to the commissioners or message or comment on Facebook.

At the comment time, they will ask if anyone wants to speak. That is the time our community needs to speak and take a stand to say we do NOT want the land rezoned.

BEAUTIFICATION OF OUR COMMUNITY – This month our owners on Lemon Tree will have a long awaited surprise! Melodie worked hard to get these hedges replaced. We will be using our associations credit card rewards which have accumulated for two years to remove the dead shrubs along the plaza wall and we will be replacing them with new fresh shrubs.  Additionally, we will be removing and replacing the dead shrubs along the walkway to our clubhouse.  We are very excited that because we have been good stewards of our finances, we have the rewards that we can use to do some beautification to our association.  Please note: these funds are not coming from your HOA fees.

Car Fire at Garden Patio Villas

Monday April 12, 2021, about 2:30am, the normally quiet neighborhood of Garden Patio Villas had a frightening and unexpected disturbance! A resident’s car in the driveway of Villa C6U2 spontaneously caught on fire. The City of Margate Police and Fire departments quickly responded to the call. They immediately extinguished the fire and tore into the front and back of the vehicle to confirm the fire was completely out. Police knocked on the doors of the adjoining villas to get the residents to temporarily evacuate their residences. The neighbor stated she saw the flames from the car while they waited in the backyard area.

Thankfully there were no injuries! There was not much damage that we know of. Garden Patio Villas has a melted light dome cover. You can see in the photos that the garbage bins melted like butter. Unfortunately, the car was a total loss. The Owner mentioned that normally she parked the car close to the garage door but this time she didn’t. She thanked God for keeping the incident contained to the car and no persons were hurt.

Garden Patio Villas has a wonderful community of caring neighbors and we hope all persons living here realize the value of all of our caring seniors! Thank you to everyone here at Garden Patio Villas who keeps an eye out for problems or concerning issues such as this situation.

April 5, 2021 Time: 7 PM  Location: Clubhouse

OLD BUSINESS

Barbara read the minutes and updates from March’s meeting.  Items that were discussed were as follows:

BACKFLOW PREVENTERS  –  Barbara stated that 5 systems and covers have been installed.  This month 3 more, Cluster 5, 6 and 7 will be completed. Parts are on backorder due to the demand of systems in various communities around the area.  We will send an email out to these villas clusters as soon as the installation is officially scheduled.

CANAL/SPRINKLER ISSUE – The flow of water to our pump has been resolved to assure good pressure to our sprinkler system with the installation of a new line that was put into the deeper part of the canal on the other side of the bridge.  However, more problems have been discovered.  Joe was asked to address these issues,  he informed the Board of the major leak in the main line pipe on Lemon Tree. (By the plaza wall.) The pipe cracked. due to the roots of a large tree uplifting the aging PVC pipe under the ground. Unfortunately, due to the age of our community and the neglect for years, we are experiencing many more problems with the pipes from the roots of large trees.   The repair has been completed and prayerfully we will have our sprinklers system back on this week. HOA FEES – As a reminder, due to the high cost of expenses each year,  HOA fees will be increased to $510. as of January 1, 2022.
