Board of Directors Meeting, June 3, 2020

BOARD MEMBERS PRESENT: President, Melodie Savoca, Treasurer, Marshall Hyman, Secretary, Barbara Reul
Secretary, Barbara opened the meeting and read minutes from last meeting on April 29th
Barbara then proceeded to read and the accomplishments for the last month:
Old Business:
- Conference call with Rachael Frydman (new law firm) Melodie, Marshall and Barbara. After discussion about their services, the qualifications and expertise with HOA’s and their prices, We voted to hire The Frydman Law Group to update our By-Laws and handle any future issues as they arise. We officially hired the new law firm May 27th, 2020.
- The Board had a Special meeting on May 11th to continue to discuss changes and updates to our By-Laws, Covenants, Articles and Restrictions. After a thorough review of the present laws, we are in the process of bringing things up to date to the present laws for HOA’s, along with any changes that will benefit our community now and for the future. Upon completion of our recommendations and suggestions and clarifications by our attorney, we will have a Special Meeting with all HOA Members to vote before they will become official. Once again, once official, they will be made available to all members.
- A Total Lawn Care, our new lawn service started May 1st. They completed their work for this month on the grass cuts and hedge trimming. Things are starting to look good with the cuts and all the rain but will take a little time to completely shape up.
- In response to complaints about 2 trees behind the villas at Clusters 7-8. Maintenance checked into the problems and is in the process of getting 3 estimates to remove the trees.
- We are also looking into adding a few new hedges little by little along the wall on Lemon Tree when finances permit.
- Due to the broken water fountain, a new water fountain has been ordered for the pool area and will be installed when received.
- The Community Pool has been re-opened with CDC Guidelines. We urge all residents to read the notice on the Association board and abide by all rules. We have volunteers on site for some hours during the day for your convenience and pleasure. Once Broward updates these restrictions we will notify everyone via email and on the Association board by the mailboxes.
New Business:
- Pump for Sprinklers is not working. Frank (A Total Lawn Care) and Joe reported that the pump keeps blowing the breaker. Possible electrical problem or mud clogged in pipes due to canal going so low. Frank will be sending an electrician to check it out. Joe will follow up with them.
- Marshall said that he sent letters to GRC (previous lawn company), requesting a deduction of $3200. in advance payments for lawn cuts, wet checks, as well as insecticide services that were never performed. A total of $4459.50 credit due us. Marshall will follow up. He also updated us that most of the late HOA fees have been collected without a late fee.
- Donna Mecalianos (C3U5) has answered the request for Clubhouse Cleaning, effective, June 1. We voted and all agreed she may fill that position now and forward.
- We discussed some of the issues that have taken place in our community regarding people stealing, non-residents using our pool, non-residents hanging out at the pool area in the evening, suspicious cars driving through our streets. We have come up with some solutions to this problem:
- Neighborhood Watch Program – The Board has voted on the following items to improve the security of our community: All Agreed. Tom Savoca, (a resident (C11U6) and also a previous police officer) will be volunteering to oversee the program and will be looking for other volunteers to help keep an eye out for trouble. An email will be going out to all residents detailing the program and a notice will be posted on our Association board by the mailboxes.
- Margate Police Trespass Program – The Board has voted on the following items to improve the security of our community: All Agreed. We have joined the city’s police program which will enable Margate police to come on our property and address any criminal activity. Joe will be installing new NO TRESPASSING SIGNS BY ORDER OF POLICE DEPT that we purchased specifically for this program. at all entrances of our community and on the pool gates.
- Community Fence – The Board has voted on the following item to improve the security of our community: All Agreed. The fence along Margate Blvd by the community pool has been taken down several times and people are entering the pool from the street through the empty gaps in between the hedges. The people are not residents of our community. Joe is getting estimates from 3 fence companies to restore the fence with chain link. This will be accomplished when funds permit.
- Security Cameras – It was also recommended that Joe, our Maintenance consultant, can install security cameras around the pool area and one facing the entrance on Margate Blvd. The Internet is required to watch ongoing video. Funds are also needed for maintaining the internet. This will be voted on in the future.
5. The Board will meet to continue working on new Governing Documents from preserved documents dated 2004. This meeting will be held on June 17, 2020 at 1:30pm.
6. The next regular Board meeting is scheduled for July 1, 2020 at 1:30pm.
