Melodie called the meeting to order.
OLD BUSINESS:
Barbara read the minutes from the last board meeting and gave updates per our Maintenance Coordinator, Joe.
Backflow Preventers – Joe is doing a thorough investigation, to date he has found out the following information: Joe has corresponded via email with all of the Commissioners in the City of Margate and the City Manager in hopes to get our community exempt from the imposed violation of installing 11 backflow systems which is extremely costly (approximately $20,000). To date the reply has not been favorable! Joe has offered some options:
Installing one at the city’s main input
One at the clubhouse and the main source.
A change in the size of the pipe coming from the main output. We are still waiting on a reply on number 3. According to the Irrigation Department and City Manager this is a law that came into effect 7 years ago and we are lucky that we have gotten away with it thus far. If none of those options are acceptable the next step is securing advice from a lawyer or engineer that specializes in these situations, the board has already voted upon doing that. If all fails then our community will have to comply and we will have to impose a one time assessment of approximately $300. per villa to cover the expenses.
Additionally, we will need approximately $2,000 per year to our annual budget just to pay for the yearly backflow inspections that the city requires on each system by a licensed plumber..
Tree Cutting – The Board discussed the tree situation and the cost we have incurred this past year. We had three trees removed and a trim of one over the roof of a villa at the rate of $4,500. A tree that came down following a major storm in September at the rate of $400. Coconuts that were removed ahead of hurricane season at the rate of $400. These are just a few instances of the cost of tree cutting.
Many Owners have complaints regarding tree cutting, trimming and shaping. These items are not part of our Lawn Service’s contract. The Board last year did not include it in the contract due to the cost of living prices increasing on many maintenance issues. Our lawn services have however been gracious to us to do some timing for us at no charge, but that cost is only in our budget every other year. Owners need to be patient on this matter, hopefully we will get it done this year.
NEW BUSINESS
Each Board member had an opportunity to speak at this point. The floor was turned over to Jeff, our Member at Large, who did not have any comments.
Roof Color – Lou, our Vice President, brought up the subject of the new roofs being installed and the approval color. Unfortunately, two Owners that are having new roofs installed can not get the approved color. According to 2 different roofing companies, the color is not available and they have no idea if it will ever come back.. The Board approved a color that was similar, just slightly darker, and that will be the color going forward.
Complaints – Lou also brought up an issue with one of our Owners that we have had numerous complaints on. The Board will send a letter to notify the Owner and take the necessary steps to hopefully resolve the matter. We then heard from the Owners attending the meeting regarding this matter.
Margate Executive Golf Course – Lou said we received a courtesy call from Mike who is the owner of the Executive Golf Course that borders some of our community. He stated that he wants to sell the property and he knew that we were a big part of the “Keep Margate Green” campaign so he wanted to let us know. He stated that he plans to proceed with his plan as soon as possible.
Melodie, then continued that she spoke to Mike as well. He has been trying to sell his property for the last three years and wanted to see if Margate was interested. The request got lost with the then present City Manager. He then waited for the voting of Margate City Commissioners in 2020. Now in 2021,he is going to make a decision based on the response from Margate Commissioners. He stated 3 options that he offered to the City of Margate:
The City buys the property to continue to run as a golf course or turn into a park.
He applies for a zone change on the property, and if Commissioners vote and agree to rezone, he would sell to Developers. He did not want this option because he knows many residents of Margate do not want it.
He builds a recreational facility and will run the business himself. It could be a sports complex, tennis, or batting cages, just as some examples.
He appreciates and understands our position in keeping the green space but he is a businessman and wants to make money. He gave the City 60 days to reply. Obviously, we can get involved once again as a community. Melodie encouraged Owners to our City of Margate website or click on our website at Keep Margate Green so you contact our Commissioners. We urge everyone to email your commissioners, send a letter or attend the City’s monthly meeting on zoom and speak up for our neighborhood.
HOA Fees and Financial Expenses – Melodie then reiterated per our Treasurer, Gelly Dossman, to date of this meeting only one third of Owners have paid their HOA fee for January. If you are having a problem paying your fee, please call the Board or speak directly with Gelly and see if she can arrange monthly payments to help you out. (Our new Treasurer is in C3U10)
We discussed keeping up with all the expenses and things that need to be taken care of this year. The roads are a big issue! We haven’t had it done in many years. Marshall planned to re-do them years ago. There are many complaints about trees, the lawn, sprinklers, hurricane preparation, not to mention the backflow situation and maintaining the pool. In 2020 there were several expenses we had to put on hold. The costs of living increases our utility costs, and rising costs of repairs needed due to our association being more than 40 years old. This includes but is not limited to the sprinkler piping throughout the association that needs repaired and electrical issues developing in some of the dome lights. The Board discussed and voted on an increase in our HOA fee of $10. per month beginning in January 2022 to help cover costs the Association is incurring.
Violations – Melodie brought up a few other Owners that are in violation to our Bylaws. Since she heard complaints from other Owners, letters will be sent out to hopefully resolve those issues. She also took a tour of the front of our neighborhood. There are 3-4 villas that have plants, bushes or trees that are further than the 15’ of the villa wall that need to be removed because they are on Association property. Please make sure your unit number sign is visible. Also, quite a few driveways need attention as well and need to be painted. Living in a Homeowners Association means there are common rules all Owners are required to abide by. These are things that help increase the value of our homes.
Clubhouse Cleaning – The Board discussed eliminating the clubhouse cleaning position. The Board voted and it was approved. One of the Board will take over that responsibility and we will save $600 this year for other critical issues.
The Pool – Barbara then updated everyone on the status of the numerous violations we received for our pool from the Board of Health. Thankfully our water was approved safe and with no violation. It was specific items in the pool and pump area that failed. Our pool service did the necessary repairs and corrections and has one more item to take care of. The total cost of all of these repairs totaled $800! These are some of the unexpected expenses that our community has to absorb.
The Iguana is an invasive species not native to Florida. They were first sighted in Miami-Dade County back in the 1960’s. They have taken over the canal and golf course surrounding Garden Patio Villas. In fact, they seem to be everywhere you look in the city of Margate, Fl. The first Iguana’s are thought to have been imported from Central America and tropical South America. Since then, they have migrated as far north as St. Lucie County. Also, they are on the gulf coast up to Hillsborough County. They are easily adaptable to the extensive canal system of South Florida.
Iguanas feed on many kinds of vegetation in our 55 and older community. They enjoy hibiscus, greens from the garden, melons, and squashes. Iguanas also feast on bird eggs and other dead animals. They do not care for citrus fruits. Ornamental plants are attractive to Iguanas thus making them a nuisance to homeowners.
Adult male Iguanas can weigh up to 17 pounds and be up to 5 feet long.
The females only reach about 7 pounds at maturity. They also can grow just as long as their male counterparts. The males develop what is called a Dewlap or Throat Fan. It helps them to ward off adversaries. It also helps them attract the females. The bigger the Dewlap the more attractive they become.
Iguanas can cause serious property damage. They can burrow under seawalls, into canal banks and berms thus weakening the structures. Other damage occurs when Iguanas leave their feces on decks, porches, and docks. They can transmit Salmonella from their droppings left around swimming pools and contaminating the pool water.
Iguanas are not protected by Florida wildlife laws with the one exception of anti-cruelty statues. In fact, the Florida wildlife Commission (FWC) encourages their removal by landowners from private property.
They cannot be released or relocated elsewhere in the state. To deter Iguanas, the following is recommended by the FWC.
Fill in holes to deter burrowing
Hang wind chimes to create intermittent noise
Hang CDs or other reflective items
Spray them with water
Iguanas may be fun to look at but realize that there is a lot more to them then thinking of them as a pet.
In our 55+ community, all owners have light domes that automatically turn on in the evening. The domes are maintained by Garden Patio Villas and taken care of when there are issues with these lights. These dome lights are very valuable because they are also our night lighting within our home owners association.
This past week we got a call that one of the lights were out. Joe, our Maintenance Coordinator takes care of replacing them. When the new light bulb didn’t work, he looked inside and with a new kit realized this was a much bigger problem then expected!
Joe, called Ralph, another handyman who is also an Owner in our association to help work on the problem. Together they realized ants were inside and ate some of the metal!
These pictures show both men working hard on Lemon Tree. To make the story short, they had to replace conduit, add new cable and piping. The next day Ralph added cement at the base to make certain this wouldn’t happen again
This all originated from a tree that previously was there and fell on the light dome, many, many years ago!. This project, if an Electrician had done the work, would have been a much bigger bill! Thanks to Joe and Ralph for their hard work so our Association, Garden Patio Villas, can continue to improve and keep our costs to a minimum!

Our Secretary, Barbara, read and explained all of the improvements and accomplishments for 2020.
FINANCIALS: Our President, Melodie reviewed and explained the tentative Budget for 2020 which was given out to all attendees. The budget was prepared by our Treasurer, Marshall Hyman who did not attend due to the covid situation. It reflects all of the income and expenses up to November 2020. Melodie went item by item and explained the reason why we show a very small surplus due to the emergencies we experienced this year. She added that after we pay all the December bills, there will not be any surplus.
Melodie then proceeded to explain some of the immediate concerns our community is currently facing:
BACKFLOW PREVENTION: The City of Margate has imposed a violation to our community to install backflow preventers on each cluster and the clubhouse. This amounts to 12 systems at the rate of $1500 – $1800 per system, which we do not have any funds for, just our reserves or a loan and that will result in an assessment of approximately $300 per villa.
LANDSCAPING: There have been numerous concerns regarding our lawns being brown in some areas, sprinklers not working and shrubs missing or dead along the wall on Lemon Tree. The Board of Directors and Maintenance are well aware of the situations. However, the shrubs have not been replaced because our community faced many emergencies this past year and the money left after our expenses went to the emergencies. For example, Pool Heater, Sprinkler Pump, Fence on the bridge, Trees removed that were a definite hazard through the hurricanes, just to name a few. Melodie then asked Joe, our Maintenance Coordinator, to discuss the issues in detail.
BACKFLOW PREVENTION: Joe explained that he is working with the city and 2 plumbing companies to investigate the options that we can put in one backflow preventer at the main water supply instead of at each cluster. He has spoken to different city personnel and city commissioners to see if our community can be exempted. He went on to add that our sprinkler system is not cross -connected in any way with our drinking water and being residential we should be exempted. Presently, we are waiting to hear from the city and depending on their reply, we will continue to fight for the exemption.
LAWNS & SPRINKLERS: He assured the owners that our lawn company is trying their very best to bring our lawns back to green. We have suffered a drought this year, a broken sprinkler pump which hurt the grass, then an extremely heavy rainy season for weeks which caused fungus and killed some of our grass. What we see brown is weeds that have died. Our lawn company did a great job with getting rid of the weeds! New grass will grow once our weather stables out. Our sprinklers are back on and the lawns have been fertilized. We should see some improvement very soon!
QUESTIONS AND CONCERNS FROM OWNERS PRESENT:
Q. Shrubs along the wall on Lemon Tree need replacing.
A. The Board has that into the budget for 2021. Due to all the emergencies in 2020 we had to put it on hold. Hopefully we can get it done this new year..
Q. Can we change the Annual Meeting to a Saturday?
A. Melodie sent an emailed survey to owners and it was noted that Saturday was not the most desired. The most desired was weekdays at 7PM. With those results, the Board voted to keep the meeting on Tuesday evening.
Q. Lawn service did not pick up trimmings from hedges and the spray they used killed some of the plants.
A. Joe will check it out and will notify the lawn service to be sure it doesn’t happen again.
“VILLA OF THE QUARTER” CONTEST:
Melodie mentioned that our Association will begin a quarterly contest in the new year for the best looking villa! Does the exterior of your villa look tidy, attractive and abide by our “Rules and Regulations”?
The Board of Directors will pick a winner each quarter and the winner will get a $25 gift card along with a certificate of achievement! This gift card will not come from the association funds but from our association credit card rewards.

Melodie Savoca, President and Barbara Reul, Secretary will automatically serve another term since no other prospective candidates signed up.
Marshall Hyman, our Treasurer will be retiring to work with his wife on their home based business. Marshall has been an asset to our community for many years and has worked hard doing various jobs to insure the legal and necessary requirements of our association. A sincere thanks to him for his efforts and good luck for his future endeavors.
RESULTS OF GENERAL ELECTION:
There were 47 votes received. Garden Patio Villas needs a quorum of 30% of the owners, which we attained by having a minimum of 25 votes. The two candidates for Vice President were voted upon. Lou Grunes received 42 and Barbara Ventor received 6. Lou will be the new Vice President. A special thank you to Barbara Ventor for stepping up to the call for candidates. Gelly Dossman will be our Treasurer and Jeff Mandell will be our Member at Large.
Each new Board of Directors had the opportunity to introduce themselves and speak for a moment.
CLOSING: Barbara thanked everyone for coming and for the opportunity given to herself and Melodie to continue to serve the community. She further discussed the future of our community as far as events and get-togethers go and assured us that we hope to start in January to bring our community into a close knit community. Unfortunately, due to COVID we have not been able to congregate.

Barbara opened the meeting with the reading of the minutes from last month and the accomplishments:
Backflow Prevention – In response to a letter we received from the City of Margate regarding the installation of Backflow Preventers in our community, Joe gave us an update on what has transponded working with the City and some of the licensed plumbing companies in our area. They are investigating whether the mandate that the City has imposed will allow us to put 1 system at our pool and clubhouse or the possibility of us needing to install 11 more, 1 at each cluster. The Board as well as Maintenance will be doing extensive investigations to resolve this issue with as little financial output as possible. We will keep all owners informed as the situation merits. If it is found to be required, it will be a huge expense that will need to be dealt with accordingly.
All other old business has been accomplished.
NEW BUSINESS:
Today’s meeting is the last monthly Board of Directors meeting that Marshall will be attending as our Treasurer. We want to thank Marshall for the years of service he has given to our community and the time and effort he put in as our Treasurer.
Marshall turned over the official HOA original documents that were in his possession to Barbara for keeping.
Melodie requested that Marshall turn over last year’s 1040 taxes, balances for each owner and any and all financial documents to our new Treasurer when appropriate. Our future Treasurer attended the meeting to familiarize herself with the finances. She has been preparing for the Treasurer position so there won’t be any gaps in accounting.
Marshall prepared a rough draft of the Annual Budget and each item was discussed. Melodie will overlook the budget and prepare the future budget as Marshall will be retired from his position. He will be preparing the final budget report and it will be given out to Owners who attend the annual member meeting. The 2020 annual budget will also be available on our website for everyone to see.
Sprinklers – There have been many concerns regarding the sprinklers and the lawns. We are aware of your frustrations. As a community, we have gone through many struggles this past year, starting with our previous lawn company not performing properly, the pump breaking, hiring a new lawn service, the canal drying up, the canal full of algae when it filled up and then a period of weeks of continued rainfall. None of the previous has helped our lawns, as a matter of fact it has hurt it. We now have fungus from all the rain, that is what some of the brown spots are on most of our lawns. Our lawn service fertilized and killed all the weeds about 2 weeks ago. The brown spots are also the dead weeds. Now that the extreme rain has slowed down, the lawn company will be turning the sprinklers back very soon. We ask that you have patience in the restoring process that needs to take place with the proper maintenance that our lawn service is trying to accomplish. Please do not water the lawn and increase our water bill.
Our 2020 Annual Member Meeting will be held on December 8th at 7PM. Please return a (proxy) ballot. (One per villa.) We will email and place on the bulletin all of our new 2021 Board of Directors a few days after the meeting. Owners do not need to attend and will be notified of the final outcome. Please wear a mask and keep a distance from other Owners if you choose to attend.

OLD BUSINESS:
Barbara read minutes from October’s meeting, all things were accomplished or in the works.
Joe is working with the backflow company and the city to resolve our inspection issue.
Our case with GRC has been resolved. We had a dispute with GRC, our previous lawn company, regarding services that were never performed, GRC was suing us for non-payment. Our new attorney arrived at a settlement out of court. Final releases have been secured by both parties.
Marshall has been preparing all of the documents for the annual meeting which includes the voting for the Board of Directors for many years, he has now turned all of the documents over to our Secretary, Barbara, she will be preparing the proxies and mailing all pertinent documents out to all Owners in preparation of our Annual Meeting, December 8th, 2020 at 7PM at the Clubhouse.
NEW BUSINESS:
One of our Owners in C10U3 has assumed the responsibility of the clubhouse cleaning as of November. The Association was given their resignation by the previous person in charge of cleaning at the end of October.. Replenishment of cleaning supplies were purchased and brought to the clubhouse.
Presently there are 2 villas for sale in our community. C3U2 had a contract for purchase and the last minute it fell through. Also C6U8 is on the market.

Melodie Savoca and Barbara Reul are running for a second term in their same positions. Marshall Hyman will be retiring at the end of this year from the position of Treasurer to work with his wife Brenda in their home business. Marshall has done an incredible job, undertaking much more than his position as the Treasurer. Our sincere thanks to Marshall for all his time and efforts to our community. Gelly Dossman is the candidate running for the position of Treasurer. Gelly is well qualified as she is a bookkeeper and business owner with many years of accounting experience. She also speaks Spanish perfectly and will help by emailing out Spanish emails for us where needed.
Garden Patio Villa’s financial CD’s have matured. This money is from our Reserve fund for emergencies. These funds were transferred to a savings account until better interest rates are available.
The documents (original by-laws) that were in our safety deposit box from our previous bank will be turned over to our Secretary for safe keeping.
Marshall commented on the fact that our new attorney will save us a considerable amount of money in the future. She handled our law suite and the preparation of our amendments in a very professional way at a much lower cost than our previous attorney. She was an excellent choice.
Marshall also commented on the fact that our new lawn service hasn’t charged us for additional parts as our previous company did. We are happy with that choice as well. They are doing a good job.
Marshall will also be preparing our 2020 annual budget for our community to be presented at our annual meeting. This will probably be the last task that he will have to do as the Treasurer.
We discussed the problem we have had with the mail delivery. We have several new Mail Persons, since the regular mail lady has been on a medical leave. To help with this, we are asking all Owners to be sure to put your correct unit number when ordering anything, example; C1U1. In addition, if you get mail belonging to someone other than yourself, kindly put it in the black mailbox.
We reviewed and discussed some of the issues regarding the appearance of the villas. All trees and bushes that are on Association property will be trimmed by our lawn service. Some Owners tell the lawn workers not to trim them. If they are on Association property it is up to the discretion of the Board of Directors which represents the Association. Bushes and trees within the 15’ Owners’ property are the Owners’ discretion.
Your homeowners association, Garden Patio Villas, started working on Friday, September 25th. The goal was to prevent hurricane damage by removing two problematic, split trees in addition to some trimming of other seriously overgrown trees that were a concern to our community.
The story begins…
Our tree company, Farina Tree Care, showed up with two trucks and an entire crew to conquer the massive jobs. As they ascended into the air in their bucket crane and proceeded to cut the first tree on the golf course behind C3U8 and C3U7, an army of bees attacked two of the men! As the men jumped from the bucket to the ground, the bees swarmed the body of one of the workers. The gentlemen ran in horror screaming while the bees surrounded his head. The owner of the tree company grabbed a hose from one of the villas and started soaking the man, hosing him down in an effort to get the bees off him. Finally, it worked, but the man was wet from head to toe, but thankfully, not bitten. The tree was full of bees which made it impossible to continue the removal at that moment in time.
We immediately called our bee company, Pro Pest Control, and they sent out emergency servicemen to evacuate and get rid of the bees. Then, the tree crew moved to the second tree in the cluster behind the villas on Strawberry Lane. Two of the trees that were hovering over the roofs of the villas were trimmed back and the one large diseased tree removed.
On Tuesday, September 29th the tree company returned to remove the large tree beside the golf course and was able to complete the job. Farina Tree Care handled the job in a very professional and safe manner and may we add, at a great price! They will provide us estimates for future projects and trimmings as Garden Patio Villa’s budget allows.

Barbara opened the meeting with the reading of the minutes from last month and the accomplishments:
The City of Margate has finally completed the cleaning of the algae from the canal.
Our tree company has completed the removal of the two concerning trees, one in the cluster behind C5U3 and one on the golf course behind C3U7 and C3U8. The trees in the cluster have also been trimmed back.
The new updated Amendments to our Bylaws have been completed, voted on and filed with the Broward County. Copies of the Official Amendments have been mailed out or emailed to all Owners. If you did not get them, please contact us.
NEW BUSINESS:
The Board has previously been unable to locate the back-flow system. In response to a letter we received, Joe will be working on this issue with the City of Margate and the back-flow testing company to identify it, test it and resolve this issue
A tentative sprinkler check has been scheduled for October 19th since the canal has been cleaned and we will be able to put our sprinkler system back on.
The Board has been aware of the opening in the hedges at the pool area along Margate Blvd. Due to all the expenses we have incurred this year we have not been able to put up solid fencing across Margate Blvd. Joe will be putting a temporary fence to close the opening in an effort to keep people from walking through to our pool.
As the new Amendments to our Bylaws have gone out to the owners, all owners will also receive an updated copy of the Rules and Regulations which is a simple summary of what’s in our Governing Documents. We will be sending the Rules and Regulations in Spanish to all of our Spanish speaking owners. The updated Rules and Regulations are available to read on our website. Anyone who does not have email will receive them by mail. Please read these to know what the Association requirements are pertaining to living in our Homeowners Association.
Melodie discussed the possibility of developing a Fine Committee for sometime in the future in 2021. It requires three Owners who will volunteer to be on the Fine Committee. They would meet approximately 30 minutes per month to discuss any violations that are prevalent in our community because the situation was not corrected. This Committee would only meet if the Board requests a meeting.
Barbara will create a form to submit for Owners that are planning to do work on the common area of their villa, It will be available on our website or from the Secretary.
The Clubhouse is now open with 50% capacity. Any person wanting to use the clubhouse for any events will have to notify the Board in order to schedule a date and time of use to add to our Association calendar. (This calendar is viewable on our website. This will avoid double bookings. All guidelines of cleanliness will still be enforced and masks worn.
We hope to pressure clean the pool area and furniture and umbrellas will be returned to deck. Please sanitize your lounge chairs when leaving. There will be wipes or spray in the clubhouse.
Barbara and a few of our ladies will be working on a face lift for our clubhouse decor as well as cleaning out the cabinets above the kitchen! She will also be planning a few events for the month of November and holiday time in December. We hope that you will enjoy participating in some of the events. It will be nice for our community to get to know one another and enjoy spending some time together. Details will be sent out to all by our calendar, via email, and printed signs on our bulletin boards by the mailboxes.
Our Annual Meeting that we usually hold in February will be moved to this coming December. The tentative date will be December 8, at 7 PM at the clubhouse. November 7th a sign up will be available for Board positions and November 14, letters with proxy votes will be mailed out to all Owners.
The Board discussed resealing and restriping our roadways. We have all agreed that our roadways are in very bad shape and have not been done in years. We have put this tentatively on our calendar for January 2021. We already have three estimates and funds will be available at that time after maintenance fees have been collected. There will NOT be any assessment requested. Notice will be given for exact dates closer to the time this is done.
